As described in README.WIN32 you have to set the environment variable
PUMA_CONFIG. Look at ENV.BAT as an example. PUMA_CONFIG has to contain the
filename of a configuration file, which defines the include paths that
AspectC++ should know.
Please note, that AspectC++ is still experimental software and the windows
port is even more experimental. Nevertheless, the example code can be
transformed under Windows if you use the BorlandC++ compiler. MS Visual C++
support will come later.

No, not yet. At the moment there are some significant changes going on in the
C++ parser part. After that is done AspectC++ will become open source.
